Yglesias has it about right here. There are other ways to get your elected officials to embrace the party leadership’s (ie the president’s) policy positions, but at the end of the day nothing fires a sitting politician to act quite like a credible opponent.

NRSC Appears to Support Norton in 2010 Senate Bid
